MiSTer add-on boards were designed around the DE10-Nano form factor, which doesn't have a full-sized USB type A port. As such, a small connector is needed to interface the official USB hub.
The USB bracket is compatible with:

I've ordered the passive cooled aluminium case and Addition this small USB bracket. With the YT video it wasn't a big deal to solder and install it permanently.
Wish this came with the four pins header and/or the washers other websites do sell.

It is correct that it is not listed on the product page, I just wished I realized it before buying.
I'm not sure what you're confused about. The header comes soldered to the USB hub. And washers aren't needed. The product review is clearly for the bracket, as pictured. If you purchased a USB hub that didn't have the header pins soldered, that's the fault of the person who made that hub.
Easy to install and essential to upgrade to the aluminum passively cooled case.
